Here's a basic comparison of 4 boats that fit your purpose
Liquid Logic Remix XP: Good plastic, good hull design, foot pegs
Liquid Logic Coupe: Sit on top (not much carrying capacity), you don't need to learn to roll it, similar to Remix XP in almost every way
Pyranha Fusion: Not so good plastic, great hull design, cockpit doesn't hold skirts on well, no center pillar, foot block
Jackson All-Water: Same as LL Remix XP, but not as snug of a fit
All boats are 2 sizes, have hatch, range from 9-11 feet, and match almost all of your requirements (only have 1 hatch, but the Remix XP10 has a huge back hatch and some LL guys used them for an 11-day self-support down the Grand Canyon).

Personally, I wouldn't even consider the Allwater, because it is not very snug, I couldn't use a hip snap to even move it at all, and with the Fusion I could easily get it on its side (on a showroom floor). The only things bad about the Fusion is that the rim doesn't hold onto a skirt well, the plastic on the rim of the hatch was chipping off, there is no drain plug, and there is no center pillar, making it prone to oilcan.
You would probably be better off getting a recreational kayak for around $500, and a used whitewater kayak, unless you want to camp while whitewater kayaking. If you think that you can make up for the tracking difference with a whitewater boat, I would look at a Fluid Solo E, Dragorossi Critical Mass, etc. that are creekboats with hatches.
